Supposedly one of the first carry-out restaurants in St. Clair Shores, the business started in the 1920s. By 1938, the owner was listed as Jewel E. Stockwell in a letter about liquor licensing, and the restaurant was called the Dutch Mill. The building was destroyed by fire in 1951.

In the 1930s, the restaurant was run by Roy Stockwell. The 1930 U.S. Census lists Royal F. Stockwell, his wife Jewel, and four daughters living in St. Clair Shores. He listed his occupation as a proprietor of a barbecue. By 1938, Jewel was running the business. In the 1940 U.S. Census, Roy listed his occupation as a policeman. The Dutch Mill fell into disrepair over time and burned in the 1950s.
